一、 总则

秘书处是联合国海南商会(以下简称“商会”)的日常办事机构,负责处理商会的日常事务,执行理事会和常务理事会的决议,为会员提供服务,推动商会发展。

二、 主要职责

1. 行政管理

  • 负责商会的日常行政管理工作,包括文件收发、档案管理、印章管理、办公用品采购等。

  • 负责商会会议的组织安排,包括会议通知、会议记录、会议纪要等。

  • 负责商会网站、微信公众号等平台的建设和维护,及时发布商会动态和相关信息。

  • 负责商会与政府、企业、媒体等各界的沟通联络工作。

2. 会员服务

  • 负责会员的发展和管理工作,包括会员入会申请的受理、审核、批准,以及会员档案的建立和管理。

  • 组织会员活动,包括会员大会、理事会、常务理事会、专业委员会会议、会员联谊活动等。

  • 为会员提供信息咨询服务,包括政策解读、投资咨询、法律咨询等。

  • 为会员提供商业合作机会,搭建会员之间、会员与外部机构之间的合作平台。

  • 维护会员合法权益,及时向有关部门反映会员的意见和建议。

3. 项目管理

  • 负责商会项目的策划、组织和实施工作,包括国际论坛、商务考察、投资对接、公益慈善等项目。

  • 负责项目经费的预算、使用和管理工作,确保项目经费的合理使用。

  • 负责项目成果的总结和评估工作,及时向理事会和常务理事会汇报项目进展情况。

4. 财务管理

  • 负责商会的财务管理工作,包括财务制度的制定和执行、财务预算的编制和执行、财务报表的编制和报送等。

  • 负责商会经费的筹集和管理工作,包括会费收取、捐赠募集、政府资助等。

  • 负责商会资产的管理工作,确保商会资产的安全和保值增值。

5. 其他职责

  • 完成理事会和常务理事会交办的其他工作。

三、 工作机制

  • 秘书处实行秘书长负责制,秘书长对理事会和常务理事会负责。

  • 秘书处可根据工作需要设立若干部门,各部门负责人由秘书长提名,常务理事会聘任。

  • 秘书处应建立健全各项规章制度,确保各项工作规范有序开展。

  • 秘书处应加强自身建设,不断提高工作效率和服务水平。

四、 附则

  • 本职责由联合国海南商会理事会负责解释。

  • 本职责自发布之日起施行。



1、 General Provisions

The Secretariat is the daily operational body of the United Nations Hainan Chamber of Commerce (hereinafter referred to as the "Chamber"), responsible for handling the Chamber's daily affairs, implementing resolutions of the Council and Executive Council, providing services to members, and promoting the development of the Chamber.

2、 Main responsibilities

1. Administrative management

Responsible for the daily administrative management of the Chamber of Commerce, including document sending and receiving, archive management, seal management, office supplies procurement, etc.

Responsible for organizing and arranging chamber of commerce meetings, including meeting notices, meeting minutes, meeting minutes, etc.

Be responsible for the construction and maintenance of the website, WeChat official account and other platforms of the Chamber of Commerce, and timely release the dynamic and relevant information of the Chamber of Commerce.

Responsible for communication and liaison between the Chamber of Commerce and various sectors such as government, enterprises, and media.

2. Membership Services

Responsible for the development and management of members, including the acceptance, review, and approval of membership applications, as well as the establishment and management of member files.

Organize member activities, including member meetings, councils, executive councils, professional committee meetings, member networking events, etc.

Provide information consulting services for members, including policy interpretation, investment consulting, legal consulting, etc.

Provide business cooperation opportunities for members and build cooperation platforms between members and between members and external organizations.

Protect the legitimate rights and interests of members, and promptly report their opinions and suggestions to relevant departments.

3. Project management


Responsible for the planning, organization, and implementation of chamber of commerce projects, including international forums, business inspections, investment matching, public welfare and charity projects.

Responsible for budgeting, utilizing, and managing project funds to ensure their rational use.

Responsible for summarizing and evaluating project results, and reporting project progress to the board of directors and executive board in a timely manner.

4. Financial management


Responsible for the financial management of the Chamber of Commerce, including the formulation and implementation of financial systems, preparation and implementation of financial budgets, preparation and submission of financial statements, etc.

Responsible for the collection and management of funds for the Chamber of Commerce, including membership fee collection, donation collection, government funding, etc.

Responsible for managing the assets of the Chamber of Commerce, ensuring the safety and preservation of their value.

5. Other responsibilities


Complete other tasks assigned by the Council and the Executive Council.

3、 Working mechanism

The Secretariat implements a system of secretary-general responsibility, and the secretary-general is accountable to the Council and the Executive Council.

The Secretariat may establish several departments according to work needs, and the heads of each department shall be nominated by the Secretary General and appointed by the Executive Council.

The Secretariat should establish and improve various rules and regulations to ensure that all work is carried out in a standardized and orderly manner.

The Secretariat should strengthen its own construction, continuously improve work efficiency and service level.

4、 Supplementary Provisions

This responsibility is interpreted by the United Nations Hainan Chamber of Commerce Council.

This responsibility shall come into effect from the date of publication.
